A scarce autograph of
DAVID K. CARTTER,
(1812-1887); Served in
U.S. Congress
from Ohio, 1849-1853; Delegate to the 1860 Republican National Convention, serving as Chairman of the Ohio Delegation, and was instrumental in putting Lincoln over the top to receive the nomination; Appointed by Abraham Lincoln as U.S. Minister to Bolivia in March 1861, and he served until March, 1862; Nominated by Lincoln on March 10, 1863 to be Chief Justice of the newly created Supreme Court of the District of Columbia, and was confirmed by the Senate the next day. He served until his death in 1887. On the night of
Lincoln's assassination
, he was at the Petersen House administering oaths to witnesses who were then interrogated by Sec. of War Edwin Stanton.
Also a scarce document from the first year of the Supreme Court of the District of Columbia, (renamed the District Court of the United States for the District of Columbia in 1936).
Also signed by the Clerk of the Supreme Court of the District of Columbia, R.J. Meigs, who also signed and dated the 5c Express Revenue Stamp affixed at left.
RETURN J. MEIGS JR
, (1801-1891), born in Kentucky, and admitted to the bar at Frankfurt, KY in 1822; In 1834, was appointed special agent to the Cherokee and Creek Indians; Appointed U.S. District Attorney for the Middle District of Tennessee in 1841, and later served a term as State Senator; In 1863, on the organization of the Supreme Court of the District of Columbia, he was appointed Clerk, and held that office until his death in 1891 at age 90!
